I have never used
OptionNet Explorer.
Questions:
Q1.) Why do you like it?
Q2.) Cost is approximately $650 / year is that correct?
Q3.) I imaging you have to feed it option data. What is the least expensive way to feed it daily option data?

A month ago I paid about $740 for the annual license
For live options data I use ThinkOrSwim - it is free if you have account with Charles Schwab
You do not need live data to do backtesting in ONE. Historical data does not require another feed, it is within ONE itself
The live data can be ToS,
Tradier or IB.
